MoU with the Malaysian Communications & Multimedia Commission (MCMC)

On 10th October 2013 CCPS signed a MOU with the telecommunications & multimedia regulator, the Malaysian Communications & Multimedia Commission (MCMC). It was signed by the MCMC chairman, Dato' Mohamed Sharil Tarmizi. The purpose of this MOU is to collaborate in the area of structured professional competence development in the Communications, Networking & Multimedia area including promoting the  development, management and updating of professional competence to meet the requirements of industry.

MoU with the Ministry of Human Resources (MoHR)MOHR MOU

On Monday 16th July 2012 CCPS signed a MOU with the Malaysian government as respresented by the Department of Skills Development, Ministry of Human Resources. The purpose of this MOU is to collaborate in the area of human resource competence development in the telecommunications and networking fields.

In particular we are assisting MoHR in identifying job related competence that are in demand in this sub sector and the development of national standards for telecommunications and networking through National Occupational Skills Standards (NOSS). Since CCPS has extensive represention of the industry, we can assist the ministry with better adoption of government standards and help industry by aligning the standards with the requirements of employers.

It is hoped that through this close collaboration between the Malaysian government, the society can assist the Ministry in the following areas

  • Closer working relationship between DSD and Industry in the Communications sector
  • Ensure occupational analysis and NOSS design is in-line with industry requirements
  • Work towards continued adoption of national standards by industry
  • Work towards CCPS being the industry lead body for communications

About the Department of Skills Development

The Department of Skills Development (Jabatan Pembangunan Kemahiran) is responsible for coordinating and promoting skills based training programs and skills based career development. One of their roles is in the coordination and development of National Occupational Skills Standards (NOSS). A NOSS is a document that stipulates the required competency level expected of a skilled employee who is employed in Malaysia in a specific trade; it also defines the level of employment and the path required to achieve the stated competency level.

The main features of NOSS are:

  • Based on job specifications.
  • Conforming to career structure in the related job.
  • Prepared by experts from the related industry and skilled workers who are actually in service.
